    Efficient Large-Scale Visual Representation Learning

    In this article, we present our approach to single-modality visual representation learning. Understanding visual representations of product content is vital for recommendations, search, and advertising applications in e-commerce. We detail and contrast techniques used to fine-tune large-scale visual representation learning models in an efficient manner under low-resource settings, including several pretrained backbone architectures, both in the convolutional neural network as well as the vision transformer family. We highlight the challenges for e-commerce applications at-scale and highlight the efforts to more efficiently train, evaluate, and serve visual representations. We present ablation studies evaluating the representation offline performance for several downstream tasks, including our visually similar ad recommendations. To this end, we present a novel text-to-image generative offline evaluation method for visually similar recommendation systems. Finally, we include online results from deployed machine learning systems in production at Etsy

    Anterior glenohumeral instability: Classification of pathologies of anteroinferior labroligamentous structures using MR arthrography

    We examined labroligamentous structures in unstable anteroinferior glenohumeral joints using MR arthrography (MRA) to demonstrate that not all instabilities are Bankart lesions. We aimed to show that other surgical protocols besides classic Bankart repair are appropriate for labroligamentous lesions. The study included 35 patients (33 males and 2 females; mean age: 30.2; range: 18 to 57 years). MRA was performed in all patients. The lesions underlying patients’ instability such as Bankart, anterior labral periosteal sleeve avulsion (ALPSA), and Perthes lesions were diagnosed by two radiologists. MRA yielded 16 diagnoses of Bankart lesions, 5 of ALPSA lesions, and 14 of Perthes lesions. Albeit invasive, MRA seems to be a more reliable and accurate diagnostic imaging modality for the classification and treatment of instabilities compared to standard MRI

    adSformers: Personalization from Short-Term Sequences and Diversity of Representations in Etsy Ads

    In this article, we present a general approach to personalizing ads through encoding and learning from variable-length sequences of recent user actions and diverse representations. To this end we introduce a three-component module called the adSformer diversifiable personalization module (ADPM) that learns a dynamic user representation. We illustrate the module's effectiveness and flexibility by personalizing the Click-Through Rate (CTR) and Post-Click Conversion Rate (PCCVR) models used in sponsored search. The first component of the ADPM, the adSformer encoder, includes a novel adSformer block which learns the most salient sequence signals. ADPM's second component enriches the learned signal through visual, multimodal, and other pretrained representations. Lastly, the third ADPM "learned on the fly" component further diversifies the signal encoded in the dynamic user representation. The ADPM-personalized CTR and PCCVR models, henceforth referred to as adSformer CTR and adSformer PCCVR, outperform the CTR and PCCVR production baselines by +2.66%+2.66\% and +2.42%+2.42\%, respectively, in offline Area Under the Receiver Operating Characteristic Curve (ROC-AUC). Following the robust online gains in A/B tests, Etsy Ads deployed the ADPM-personalized sponsored search system to 100%100\% of traffic as of February 2023

    Ülkemizde Meslek Yüksekokullarının temelini 1953 yılında Milli Eğitim Bakanlığı bünyesinde kurulan teknikerlik okulları oluşturmaktadır. Bu anlamda 1965 yılında biri Ankara'da diğeri İstanbul'da olmak üzere MEB bünyesinde iki adet Tekniker Yüksekokulu açılmıştır. 1970 li yılların başlarında bu okullar kapatılmış, bunların yerine 1974-1975 eğitim-öğretim yılında YAY-KUR (Mektupla Öğretim) olarak adlandırılan Yaygın Eğitim Kurumu Daire Başkanlığı’na bağlı olarak "Meslek Yüksekokulları" adı altında eğitim-öğretim devam etmiştir. 1981 yılında çıkarılan 2547 sayılı Yükseköğretim Kanunu ile tüm yükseköğretim kurumları Yükseköğretim Kurulu (YÖK) çatısı altında toplanması kanunda yer aldığından, Meslek Yüksekokulları da 1982 yılında üniversitelere bağlanmıştır. O yıllarda alınan kararlara bakıldığında Meslek Yüksekokullarından büyük beklentiler vardır. Bu beklentide ihracata dayalı endüstrileşme stratejilerinin önemli rol oynadığı vurgulanabilir. Çünkü böyle bir modelin başarıya ulaşmasında, endüstriyel büyümede kilit rolü oynayan ara insan gücü büyük öneme sahiptir. 1980 sonrası dönemde önem kazanan ara insan gücü konusu, kalkınma planları, iş dünyası ve bilim çevreleri tarafından daha sık vurgulanır olmuştur (2). Meslek Yüksekokullarına giriş 2002 yılına kadar tüm liseler için YGS (Yükseköğretim Geçiş Sınavı) ile olurken, 2002 yılında çıkarılan 4702 sayılı yasayla mesleki ve teknik ortaöğretim mezunlarına Meslek Yüksekokullarına girişte sınavsız geçiş hakkı verildi. Sınavsız geçiş hakkı ile bu okullarda öğrenci kalitesi sorunu negatif anlamda artmıştır. MYO’lardaki öğrenci kalitesinin düşmesi 2017 yılına kadar artarak devam etti ve nihayet 2017 yılında sınavsız geçiş kaldırıld

    Urban transformation is the one of the most popular subject up to date. It is a multidisciplinary subject. It concerns many disciplines like, City and Regional Planning, Geomatic Engineering, Civil Engineering, Architecture, Law, Geology, Mining Engineering, Sociology, Public Administration and etc. Urban places are complicated and dynamic structures. They are living and getting older with time like us. Inevitably urban transformation is necessary, because of increasing population, natural disasters, old constructions and squatter houses. According to data of Turkish Statistical Institute, there are 20 million structures in the Turkey and again according to this data sixty percent of these buildings are older than 30 years old and they are not earthquake-proof. Meaning of this, approximately 12 million buildings are in danger. Also according to this data 76 percent of population is living urban places. Population is in the urban places growing six times more according to rural population. Urban transformation is very necessary, but most important subject of urban transformation is urban infrastructure. But governments and especially local governments generally disregards urban infrastructures because of their high cost. One of the purposes of the urban transformation is provide public well being. If urban infrastructure is disregarded in urban transformation projects this cause some undesirable results. Some of this traffic jams, natural disasters like water floods. There are a lot of bad samples in the past.     According to data of Turkish Statistical Institute, there are approximately 7.5 million citizens with disabilities in our country. A set of regulations are required, so that they can live like normal individuals. Nowadays there are a lot of projects going on. One of theme is blind lanes for visually impaired persons. Uşak University is far ahead from the other universities and public institutions in the field of helping persons with disabilities in Turkey for unimpeded life. There are a lot of special WCs for persons with disabilities. There are blind lanes, writings with point alphabets on the doors and on the elevators for visually impaired persons etc. Certainly, these are very helpful for persons with disabilities. This research aims to demonstrate the suitability of university campus for the visually impaired students and university personnel. In this study it is investigated these blind lanes are whether useful, enough and handy or not? In this study, we measured some part of the blind lanes in the university campus with GNSS (Global Navigation Satellite System) / CORS. We couldn’t finish all of the blind lanes yet because, the building of the new ways and lanes are going on still. But we already determined some hitches. This project is supporting by Uşak University. At the end of the study, we will determine all of the blind lanes. We will make a map of blind lanes and we will compute distance of these lanes in the digital media. With the results we will determine accessibility and usability of open spaces by disabled people

If the General Directorate of Land Registry and Cadastre is to look at the duties of the title deed; To keep on a regular basis the record of land register under the responsibility of the State to ensure that all kinds of contractual and non-contractual Land Registry transactions and registration transactions related to real estate are made, ensuring that the changes on the registers are followed and inspected, to ensure that relevant documents are archived and protected. 6083 numbered Organization Act, 9/4. "The General Directorate is authorized to decide whether to keep records and archives electronically." It's connected to your rule. Moreover, Article 1 of the Land Registry Regulations is defined as "Procedures such as the granting of documents and registration examples that are not subject to official formalities to be determined by the General Directorate may be completed by applying in electronic environment and using other authentication methods including electronic signature.". With these regulations, a web- Land Registry system was created and put into practice as of 12/09/2017 in all the directorateof land registry. Introduction to web- Land Registry system is done by using E-state authentication system and the system is worked with The General Directorate of Land Registry and Cadastre - Land Registry and Cadastre information system substructure assurance. With the system established, it is aimed to reduce the workload of the land registry offices, to use human resources more efficiently and efficiently, to provide services in a fast and secure manner, to ensure citizen satisfaction, to discipline and register the real estate agency.
